This is a summary of TEPCO Holdings, the power company with the largest share in the Japanese electricity market. We are going to detail TEPCO’s company profile, contact information, and its electricity and gas rate list.

TEPCO's electricity rate plan list

TEPCO offers plans for homes using only electricity (all-electricity plans) as well as standard electricity rate plans, such as the metered lamp plan. In addition, since the regulation on the utility services have been removed thanks to the liberalization of the energy market, they expanded their business to cover all across the nation (Hokkaido, Tohoku, Chubu, Hokuriku, Kansai, Chugoku, Shikoku, Kyushu).

TEPCO's electricity rate plans
Metered lamp plan This is the most basic electricity rate plan. Within the TEPCO jurisdiction, a fixed monthly base fee will be charged according to the contracted amperage (or contracted capacity). In addition, electricity charges will be incurred according to the amount of electricity used (KwH).
All-electricity plan The electricity charge to be paid differs depending on the season and the amount of electricity use at what time of the day. This plan is suitable for homes that often use electricity at night and all-electric homes.
Electricity and gas set plan It is a plan that comes with a discount for using TEPCO's electricity and city gas as a bundle. TEPCO offers the "Tokutoku Gas Plan", a set plan for electricity and gas in the Tokyo Gas supply area.

The electricity rate offered by TEPCO differ according to the power supply area. Even if the plan name is the same, if the power supply area is different, the basic charge per ampere and the electricity charge per kWh will also be different. First, select the power area from the following options:

TEPCO metered power plan B・C fees

TEPCO's metered power plan (= Jyuryo dento Plan) has base fees. Metered power plan B is an electricity rate plan for general households, stores, and business establishments with a contract amperage of up to 60A.

Metered plan C (= Jyuryo dento Plan C) is a plan for stores / businesses, establishments, and large houses that use more electricity with a contract amperage of 6 kVA or more.

TEPCO metered power plan B:base fee
Contracted amperage Base fee
10A ¥311.75
15A ¥467.63
20A ¥623.50
30A ¥935.25
40A ¥1247.00
50A ¥1558.75
60A ¥1870.50

TEPCO metered power plan B's basic fees are separated into 7 categories according to the contracted amperage.

The number of amperes required depends on the size of the room and the number of electrical appliances used. If you use a large amount of electrical appliances at once and exceed the contracted amperage capacity, the breaker will shut down the electricity, causing a temporary power outage.

That is why, a pay-as-you-go metered power plan requires an ampere contract with a margin. With TEPCO's metered power plan, the higher the amperage contracted, the higher the monthly base fee. If you want to reduce the monthly base fee, we recommend a rate plan without base fees.

TEPCO metered power plan B:electricity charges
Power consumption(kWh) Price per kWh
0 - 120 kWh ¥29.80
120 - 300 kWh ¥36.40
300 kWh or more ¥40.49

The fees of TEPCO metered power plan B (Jyuryo dento B) are separated according to three levels of electricity use.

As the amount of KwH used increases, the price per 1kWh increases. The charge per 1kWh differs by 10 yen or more for a power consumption between 120kWh and 300kWh or more. In other words, the charge per 100kWh from 0kWh to 100kWh and from 300kWh to 400kWh will have a ¥1000 difference .

Among the new electricity providers, there are plans with a uniform electricity rate per 1kWh. For example, with Looop Denki's House Plan, since the power consumption fees are not subject to usage thresholds, it will be cheaper than TEPCO's metered power plan.

TEPCO metered power plan C's fees

TEPCO's metered power plan C's contract has an amperage capacity of 6 kVA or more. This is a rate plan used in stores and business establishments that use a large amount of electricity. The basic charge is set per 1kVA of contract capacity, so the larger the contract capacity, the higher the monthly basic charge.

TEPCO metered power plan C:base fees
Base fees(per 1kVA) ¥311.75
TEPCO metered power plan C:electricity charge
Power consumption(kWh) Price per 1kWh

120 - 300kWh ¥36.40
300kWh or more ¥40.49

TEPCO standard plans, S / L, fees:Kanto area

TEPCO's Standard plans, S / L, have exactly the same charge system as the metered power plans, B / C, and the charges are almost identical. Standard plan S is an electricity rate plan for general households, stores, and business establishments with an amperage of up to 60A. Standard plan L is a plan for stores / business establishments and large houses that use more electricity at one time with an amperage of 6 kVA or more.

Electricity consumption(kWh) Price per 1kWh
0 - 120kWh ¥29.80
120 - 300kWh ¥36.40

TEPCO's Standard S Plan is a plan equivalent to the conventional metered power plan B with a few changes. The metered power plan B has regulated rate plan, while the standard S plan has a free rate plan.

After the liberalization of the electricity market, major electric power companies have announced a new free charge plan in addition to the previous regulated charge plans. Some people who used to use the metered power plan B may have received information via pamphlets or booklets from TEPCO and changed to this standard S plan.

As you can see by comparing the price list, the price of metered power plan B and standard S is almost the same. Only the electricity charges of 120kWh or more and less than 300kWh are different.

Switching from the metered power plan B to the standard S plan will not be cheaper. If you are currently using the TEPCO Standard S plan and want to reduce your electricity bill as much as possible, we recommend "Yokaene", which reduces your electricity bill (base fees + electricity consumption charges) by 10%.

    What is TEPCO's smart contract?

    What is TEPCO's smart contract?
The "smart contract" is made possible with a new electricity meter called a smart meter, which shows the customer's electricity usage every 30 minutes.

A smart contract means that the base fee is not fixed, but changes every year depending on the value measured by the smart meter. The base fee is determined by the contracted power measured by the smart meter.

In the smart contract, the highest volume of electricity consumption (maximum power consumption level within every 30 minutes) of each month of the past year (the current month and the previous 11 months) measured by the smart meter is the contracted power. In other words, the key to reducing charges for consumers is to reduce the maximum power during peak hours of energy usage.

If you use a considerable amount of electricity on a daily basis, you can reduce the base fee by reducing your maximum intake.

    About TEPCO Group

Tokyo Electric Power Company (TEPCO) is a corporate group led by Tokyo Electric Power Company Holdings, Incorporated (English notation: Tokyo Electricity Company Holdings, Incorporated).

    TEPCO's Specialization of Business

Until the full liberalization of electricity retailing in 2016, one TEPCO company exclusively generated, transmitted, distributed, and retailed electricity. However, due to the government-led separation policy of the retail business, power generation business, and power transmission and distribution business together with the liberalization of electric power, TEPCO split its company to specialize in each business and establish a subsidiary with an independent profit system to transfer the business. The subsidiaries split from TEPCO are as follows.

    Company name Business content Features
    TEPCO Energy Partner
    (TEPCO EP)

    Retail Business

We retail electricity and gas in the Kanto area nationwide. This company is the contractor of electricity and gas contracts. It was established in April 2015 as a wholly owned subsidiary of the Toden Group, ahead of the complete liberalization of electricity retailing in April 2016. In May 2017, retail sales of gas began in the Tokyo Gas area. As an electricity retailer, it has the largest supply of electricity in Japan.
    TEPCO Power Grid
    (TEPCO PG)

    Power transmission and distribution business

A company that manages and operates power transmission and distribution equipment such as utility poles and electric wires in the Kanto area. All electricity retailers (new electricity) that sell electricity in the Kanto area are using the power transmission and distribution equipment of this company. If there is a power outage in the Kanto area or there is a problem with electrical equipment such as utility poles or electric wires, contact this TEPCO Power Grid instead of the electric retail company (TEPCO EP or Shindenki).
    TEPCO Fuel & Power
    (TEPCO FP)

Fuel / thermal power generation business

A power generation company that was established in April 2016 by taking over only TEPCO's fuel and thermal power generation business. In April 2019, all thermal power plants of TEPCO FP and Chubu Electric Power were transferred to the joint venture "JERA". It is JERA that is actually engaged in the power generation business. TEPCO FP holds a 50% stake in JERA, and JERA is Japan's largest thermal power generation company. Since it is a thermal power generation company, it does not own a nuclear power plant.

    TEPCO's power generation business

The operating company of TEPCO's power generation business differs depending on the power generation method. Thermal power generation is managed by JERA, a joint venture between Chubu Electric Power and TEPCO FP. The nuclear power plant is managed and operated by TEPCO Holdings.

    History of Electric Power Business

After the end of the Pacific War, TEPCO promulgated an electric power business reorganization order and a public utility order in Japan by the Potsdam Order issued by the Supreme Commander for the Allied Powers (GHQ) on November 24, 1950. In response to this, it was founded on May 1, 1951 in the form of taking over the power supply to the Kanto region, which was under the jurisdiction of Kanto Distribution at that time.

The capital of TEPCO at the time of its establishment was 1,460 million yen, which became the prototype of the current 10 electric power systems in Japan.

As of 2015, TEPCO is Japan's largest electric power company with a Japanese electricity market share of 30% or more.

Before the real nationalization that took place after the Fukushima Daiichi Nuclear Power Station accident on March 11, 2011, TEPCO was also the world's largest private power generation company.

Due to electricity retail liberalization in April 2016, TEPCO changed to a holding company and the company name was changed: "Tokyo Electric Power Company Holdings, Inc." for electricity retailing, "TEPCO Fuel & Power Co., Ltd." for fuel and thermal power generation business, and "TEPCO Power Grid, Inc." for electricity transmission and distribution and consignment services. In the same year, TEPCO established JERA, the world's largest LNG procurement company, in partnership with Chubu Electric Power .

    TEPCO power supply configuration

The power supply configuration of TEPCO is as follows.

This power source composition shows the composition ratio of plans that do not specify a power source other than the plan "Aqua Energy 100" with 100% real hydroelectric power generation.

What is the power supply configuration ? The power source composition is the breakdown of the power generation method and the source of power generation. Of course, it is important to be environmentally friendly, but it is also important to have a stable electricity supply and economic efficiency. Creating a well-balanced power generation configuration by making the best use of each feature from various power generation methods is called the best mix of power sources. Currently, utilities are not obliged to publish their power sources, but all 10 major utilities publish their power mixes. Currently there are movements to require this power configuration to be made public.
