As energy bills creep ever higher these days around the world, consumers in Japan have also begun to feel the pinch and look for new electricity providers that can help them to cut down costs. Newer alternative energy companies such as Octopus Energy have proliferated in recent years, often offering cheaper rates and better terms than the traditional electric power suppliers. For foreign residents of Japan, language barriers and a general lack of familiarity with Japanese energy options can make searching for savings a frustrating experience. Here, we review Octopus Energy as a possible option for foreign residents in Japan who are looking to save money on their electricity bills.

What is Octopus Energy?

Octopus Energy is a UK-based electric power company that first entered the power generation and sales market in 2016. It has since expanded its business to eight countries, including Japan, and now supplies electricity to over 3 million customers.

The company has a particular focus on promoting renewable energy and is working to develop environmentally-friendly electricity sales. Such initiatives have gained this growing new upstart company worldwide attention, including a business partnership with Tesla and a loan of approximately ¥68 billion from former US vice president Al Gore’s investment fund, Generation Investment Management.

In Japan, Octopus Energy joined forces with Tokyo Gas starting in February 2021 and began selling electricity rate plans to homes, offices, restaurants, and other customers.

For foreign residents in Japan, switching to Octopus Energy for your electricity needs could be an opportunity to cut down on energy costs. However, because the company does not currently offer service in English, we have provided this article to help you decide whether Octopus Energy is the right energy company for you and, if you decide that it is, to guide you through the necessary steps for registration with the company and paying your bills (on time).

If you are interested in switching to Octopus Energy, your best option as always is to contact Selectra Japan (0120-164-006) for a free consultation in English so that we can help you get registered (registration with Octopus directly is only currently available in Japanese). Give us a call and we’ll help you save money on your electricity bills!

 Advantages - Octopus Energy
  • Cheaper per unit rates can save you money on your electricity bills.
  • 100% renewable electricity.
  • No cancellation fees.
  • A company with a proven track record of reliability.
 Disadvantages - Octopus Energy
  • No combined set plans available.
  • Not many different electricity rate plans to choose from.

Who can apply for service from Octopus Energy?

Octopus Energy currently supplies electricity throughout Japan, apart from Okinawa Prefecture and some of the more remote islands. Below is a comprehensive list.

TEPCO Tochigi, Gunma, Ibaraki, Saitama, Chiba, Tokyo (excluding the Tokyo Prefectural Islands), Kanagawa, Yamanashi, Shizuoka (east of Fujikawa)
CHUDEN Aichi, Mie, Gifu (excluding some regions), Mie (excluding some regions), Nagano
KEPCO Shiga, Kyoto, Osaka, Nara, Wakayama (excluding some regions), Hyogo (excluding some regions), Fukui (some regions), Gifu (some regions), Mie (some regions)
HEPCO Hokkaido
TOHOKUDEN Aomori, Iwate, Akita, Miyagi, Yamagata, Fukushima, Niigata
HOKUDEN Toyama, Ishikawa, Fukui (excluding some regions), Gifu (some regions
CEPCO Tottori, Shimane (excluding the Oki Islands), Okayama, Hiroshima, Yamaguchi (excluding Mishima Island), Hyogo (some regions), Kagawa (some regions), Ehime (some regions)
YONDEN Tokushima, Kochi, Kagawa (excluding some regions), Ehime (excluding some regions)
KYUDEN Fukuoka, Saga, Nagasaki, Oita, Kumamoto, Miyazaki, Kagoshima

Essentially anyone living in the areas listed above could apply to receive electricity from Octopus Energy. However, if you live in a “mansion” (apartment building) or similar building with multiple individual dwellings that receives electricity in bulk from a set provider, you will not be able to switch energy providers by yourself (the whole building will need to change).

  • You might be interested in signing up for Octopus Energy if...
  • You want to do your best to use environmentally-friendly energy
  • You want to save money on your monthly electricity bills
  • You like trying out something new
  • You want a power company with a proven track record of reliability

We especially recommend Octopus Energy to those who want to remain environmentally-conscious while saving money on their utility bills.

What kinds of electricity rate plans does Octopus Energy offer?

For average homes, Octopus Energy offers a rate plan called Green Octopus (read on for key details).

Octopus's lower per unit rates provide better overall deals than major traditional electric power providers

The Green Octopus plan is generally aligned with the standard plans offered by the major electric power providers in terms of base rate charges.

Where the difference can be found is in the per unit (kWh) rate (i.e. based on your electricity meter reading), which Green Octopus sets at a lower price than the major providers.

What this means (because the base rate charges are the same but the per unit charges are lower with Green Octopus) is that Green Octopus will save you money* (unless you don’t use any electricity at all)!

*Note: when fuel prices experience a marked rise, Octopus Energy’s fuel adjustment fee may also rise and thus the overall charges could be higher than the metered rates of the major electricity providers. This means that the savings that Octopus Energy typically offers through lower per unit (kWh) rates may not always be available, so make sure to monitor fuel prices along with the unit price of the fuel adjustment fee.

It is also possible to use this Octopus Energy simulation (link below) to check how such trends can affect how much money you can save with a Green Octopus plan.

  100% Committed to Renewable Energy

Green Octopus is a rate plan that is 100% committed to renewable electricity.

The company is able to pursue this commitment to renewable energy by purchasing Non-Fossil Fuel Certificates based on the amount of electricity that you use with your plan, thus offsetting any CO2 emissions associated with the generation of this electric power.

While there are more and more companies out there on the market offering renewable electricity rate plans via Non-Fossil Fuel Certificates, many of these plans have unit prices higher than, or equivalent to, those of the major electricity providers.

Because Octopus Energy sells 100% renewable electricity at a lower price than the major providers, its Green Octopus rate plan kills two birds with one stone (catches two octopi with one net?), making it easier to save on your electricity bills while doing your best to be environmentally conscious.

Octopus Energy - Advantages and Disadvantages

Here, we delve a bit deeper into the advantages and disadvantages of Octopus Energy (as listed near the top of this article).

 Octopus Energy - Advantages

The following are the 4 main advantages of choosing Octopus Energy as your electricity provider.

Cheaper per unit rates can save you money on your electricity bills

The per unit (kWh) rates of Octopus Energy’s electricity rate plans are set quite low in comparison to the major electric power companies. Therefore, if you currently using a pay-as-you-go standard metered electricity plan from your major regional provider, switching to Octopus Energy could very likely* save you money.

**Note: when fuel prices experience a marked rise, Octopus Energy’s fuel adjustment fee may also rise and thus the overall charges could be higher than the metered rates of the major electricity providers. This means that the savings that Octopus Energy typically offers through lower per unit (kWh) rates may not always be available, so make sure to monitor fuel prices along with the unit price of the fuel adjustment fee. You should also factor in the renewable energy fee (which is standard nationwide).

Not sure if you are using a standard metered plan or not…? The most common electricity rate plan across Japan for ordinary homes has long been the standard metered plan offered by the major regional providers, so if you have never changed provider before, it is highly likely that you are using this plan.

Here are some sample calculations of electricity bills to show you how much you could save by switching to Octopus Energy.

Compared with the other new alternative providers, Octopus Energy offers superior deals!

The above comparisons put Octopus Energy up against the traditional major regional providers, but even when compared with other new alternative electricity providers, Octopus Energy’s rates are highly competitive.

For example, for a 1 person household in the Kanto region, other new alternative providers tend to offer rates that are on average 2% lower than those of TEPCO, while Green Octopus beats TEPCO’s rates by approximately 4%. For a 3-5 person household in the same region, average savings with other alternative providers hover at around 7%, but Octopus once more offers greater savings at approximately 8% of TEPCO’s rates. Recently, the gap has narrowed a little due to the proliferation of plans that offer discounts for those who use more electricity, but overall it is clear that Octopus Energy’s rates still offer better savings than other new alternative electricity providers.

You should also note that fuel adjustment fees are generally the same among new alternative electricity providers (within the same area/region).

Criteria for Comparison
・1 person household: contracted amperage = 30A, monthly electricity consumption = 200kWh
・2 person household: contracted amperage = 40A, monthly electricity consumption = 300kWh
・3-5 person household: contracted amperage = 50A, monthly electricity consumption = 450kWh
・All prices include tax. Fuel adjustment fee and renewable energy fee not included.

 100% Renewable Energy

Octopus Energy’s Green Octopus plan makes use of Non-Fossil Fuel Certificates to provide 100% actual renewable energy.

Non-Fossil Fuel Certificates are issued to certify the generation of electricity using non-fossil fuel power sources (solar, wind, hydro, geothermal, biomass, etc.) that do not emit CO2. Electricity companies like Octopus Energy can then purchase these certificates from renewable energy generators to increase their renewable energy ratio.

Octopus Energy has used this system to balance its power supply to 100% renewable with virtually zero CO2 emissions, meaning that with Octopus you can save money while saving the environment at the same time.

 No Cancellation Fees

Green Octopus does have a 1-year minimum usage period, but since there are no cancellation fees, you can cancel your contract in principle without any extra penalty or fee to pay. If you try Octopus Energy but decide that it is not for you, you can go back to your original electric power company with no extra charges to pay.

This allows those who are nervous about a contract with a new alternative provider the chance to apply and try it out.

A Company with a Proven Track Record of Reliability

While Octopus Energy only moved into the Japanese market in 2021, it is far from a brand new company. Octopus already operates in eight countries, including the UK, and has a proud track record of supplying electricity to over 3 million contracted customers.

In the UK, where the company has its origins, Octopus Energy is known for promoting renewable energy through its installation of charging stations at the Emirates Stadium, home of Arsenal FC of the English Premier League.

Another factor that gives customers confidence is that Octopus Energy operates within Japan as a joint venture with Tokyo Gas, a long-established major energy provider in the country.

 Octopus Energy - Disadvantages

The following are the 2 main disadvantages of choosing Octopus Energy as your electricity provider.

 No Combined Set Plans Available

Octopus Energy is only involved in the electricity market. It does not supply city gas, propane gas, internet connections, or other services.

There are many other new alternative utility companies that offer combined electricity and gas set plans (aka “bundles”), providing further discounts if you order electricity and gas from the same provider.

If you have already signed up for one of these combined set plans, switching to Octopus Energy as your electricity provider could lose you those combined set discounts and thus make your overall utility costs higher. It is important to calculate and compare before you decide to make the switch (use the Octopus Energy bill simulation to help you).

Not Many Electricity Rate Plans to Choose From

Octopus Energy currently offers only two plans: Green Octopus and Standard Octopus*. There are no other plans available catering to those who use smaller amounts of electricity or those with all-electric homes.

However, the original Octopus Energy company in the UK does seem to offer a wider range of plans that cater to different homes and living situations, so it might not be too long before we start seeing more plans introduced in Japan too.

*Standard Octopus is a standard electricity rate plan that does not purchase Non-Fossil Fuel Certificates. While it is cheaper than the major traditional power companies, Green Octopus has lower rates.

If you need to cancel because you are moving out of Japan or to a home in Japan that cannot receive Octopus Energy, it will be necessary to log in to your My Page on the Octopus Energy website and complete the cancellation procedure. Because this is currently only available in Japanese, you may want to contact Selectra Japan on 0120-164-006 (Selectra Raku Raku Window) so that we can guide you through the process in English.

Question 3. Who might want to apply to Octopus Energy?

Question 4. What are some things to be aware of before I sign a contract with Octopus Energy?
Answer

Octopus Energy offers only two plans and neither can be combined in a set (bundle) with city gas or any other utility (as Octopus provides only electricity). If you are applying for an all-electric home plan or combined set discount, your electricity bill could increase if you switch to Octopus. (On the positive side, Octopus Energy has no cancellation fee, so feel free to give it a try!).

Question 5. How can I register for Octopus Energy? How can I cancel?
Answer

To register or cancel, you will need to follow the correct procedure on the Octopus Energy website. Make sure that you have your supply point identification number and customer number (both can be found on your meter reading slip) as well as your personal information (name, address, contact info, payment info, etc.) ready. If you are switching from Octopus to another company, the other company will handle the cancellation procedure, so you won’t need to do anything.

As always, you may want to consider contacting Selectra Japan on 0120-164-006 (Selectra Raku Raku Window) for assistance in English with the above procedures, as they are currently only available in Japanese on the Octopus Energy website.
